The drop-down menu next to "Column" represents exactly your record definitions in the file "QryTxt.INI", you will find all of the defined titles starting with "DISTRICT" and ending with "TOTAL-NET"... You may choose any title from this list and include them into your file lookups...

Here you will find some of the functions of Microsoft Office Excel's Custom AutoFilter... They may be applied independently for each title selected from the "Column"; Drop-Down Menu....
The input box next to "Value" accepts your lookup criteria as alphanumerical values; please click "Add" to enter your criteria into the "Query" table...
The drop-down menu next to "Logical" shows to logical functions: "AND" - "OR" and allows you to combine logical AND/OR lookup definitions...
The "Add" Button next to it stores your selection and adds it to the already defined criteria in the "Query" table...
Now you may enter as many lookup criteria as you may wish, starting at the "Column" Drop-Down Menu where you may choose another title....
If you are ready to start the filter process, just click the "Accept" Button, please...
Now there will be a plausibility check performed by the program and if there is/are, any logical inconsistency found an Error Message would tell you so..
In such a case, please revise your queries...
The last steps will be to click "ADA..." and "Get Data" on the Toolbar and the filtering process starts...
If you may wish to delete all of your queries, just click the "Clear" Button, please...
If you like to abort the menu, just click the "Cancel" Button, please...
